Summary:
Functioning as the duly authorized representative of the Board of Directors, is responsible for achieving the organizational mission through the most efficient and effective management of the organization's Human Resources, Financial Resources and Physical Assets.
Interprets and implements policies of the Governing Board and acts as advisor and liaison in matters involving the formulation of policy.
Education, License & Cert:
Master's degree in health care administration, Business Administration, Public Administration or other relevant field required.
Experience:
Five to eight years senior level administrative experience in an organization with multiple lines of authority required.
Two to three years senior level administrative experience in a relevant health care organization preferred.
Proven track record of leadership in health care or other business management capacity; requires a specific record of accomplishment establishing the individual has attained significant results in line management positions.
Extensive knowledge of organizational theory and practice in large complex institutions.
Considerable knowledge of Human Resource Management, financial management and marketing.
Ability to integrate the objectives and programs of the Board, Medical Staff and Administration to obtain results in a manner acceptable to all groups.
Essential Functions:
Administers, directs and coordinates all activities of the Hospital to carry out determined objectives for the provision of Health Care and participation in community-wide health programs.
Responsible for the operation of the Hospital, for the application and implementation of policy and for coordinating and facilitating the efforts of the governing body, the Medical Staff, and the departments of the organization.
Responsible for organizing the functions of the Hospital through appropriate department utilization and delegation of duties.
Establishes formal lines of authority for the organization.
Oversees and directs the planning, control and effective utilization of the Human, Financial and Physical resources of the organization.
Establishes and monitors an effective system of internal controls to safeguard the physical, financial, and human resources of the institution; implements corrective action as necessary.
Involved outside the organization in the areas of planning and community relations.
Maintains involvement with various regulatory agencies to ensure continuous feedback regarding current laws and regulations affecting the management of the organization.
Strives to improve the quality and availability of health care services to the community through continuous monitoring of existing services and the investigation and implementation of appropriate new services.
Responsible for assuring qualified personnel are employed in key management positions.
Maintains competitive salary and fringe benefit programs to ensure this ongoing objective is met.
Oversees the development and performance of both the capital and operating budgets, insuring the ongoing financial viability of the organization.
Remains aware of current and potential competitive forces in the market area; ensures the organization maintains a current strategic marketing plan, a fund development plan and sound plan to promote the health care services offered by the institution.
Maintains relationship with labor partners.
Provides direction and support regarding interpretation of policies and procedures and collective bargaining agreements.
Assists with labor negotiations; assures the organization is appropriately protected.
Other Duties:
Ensures the institution complies with all pertinent legal, and statutory and regulatory requirements.
Acts as a professional resource to the Board of Directors providing education, information, proposals, and recommendations as appropriate.
Consults with the Medical and Dental Staff; remains completely informed on their views regarding the quality of Medical Practice and Patient Care, Involves the Medical and Dental Staff leadership in the process of evaluating and recommending the overall policies, objectives and quality activities of the institution; informs the medical and dental staff regarding policies and objectives (established or proposed) relating to the availability or utilization of Human, Financial and Physical resources.
Participates or is represented in community, state and national health care associations and professional activities which define the delivery of health care services and aid in the development of short- and long-range planning.
Demonstrates effectiveness in determining the short-term and long-term strategic planning functions of the institution.
Demonstrates an understanding and appreciation towards the pressures, stress, and frustrations which staff members experience during the course of their work routines; delegates sufficient authority to enable manager to oversee the responsibilities inherent within their assigned areas; promotes a sense of value and feeling of appreciation among staff members.
Evaluates the performance of Administrative Staff to facilitate their professional development and maximize their contribution towards established institutional goals.
Remains current with national and local issues affecting Hospital administration and their potential impact on the institution; serves as a well-informed advisor to the Governing Board as requested.
Continually examines regional opportunities with other health care providers to reduce the cost of health care while maintaining high quality.
Analyzes new business opportunities and develops linkages with other business entities to promote growth and profitability for the institution; recommends joint ventures as appropriate.
Consistently strives to foster Total Quality Management program throughout the organization.
